He also has experience in matters concerning mitigation fee act compliance and regional transportation financing. Mr. Reid has represented both developers and governmental agencies in complex land use planning/CEQA matters at the administrative, trial court and appellate levels. He has an extensive knowledge of land use planning documents and zoning ordinances throughout the Central Valley, and has represented clients in land use matters in Fresno, Kern, Madera, Mariposa, Merced and Monterey counties.
Mr. Reid has served as the city manager for the City of Fresno, where he was responsible for the operational oversight of all facets of municipal government, including planning and development, utilities operations, public works projects, and industrial and economic development affairs. Mr. Reid has also served as Undersecretary of the California Business, Transportation and Housing Agency. In that capacity he supervised thirteen departments of California government. Departments within the Agency included Corporations, Real Estate, Caltrans, and Housing and Community Development. Mr. Reid also served as a member of the Fresno County Assessment Appeals Board and as a member of the San Francisco Bay Conservation and Development Commission.
Mr. Reid is admitted to practice in Virginia, California, the District of Columbia, the United States Supreme Court, and the United States District Court for the Eastern District of California.
